Launched in September 2003, the program covers all higher educational institutions subordinate to the Russian Ministry of Defence.
The aim of the program is to support the most talented and motivated young people, who have chosen a military career, and to promote the prestige of the higher military education.
To be eligible for the scholarship a cadet of any military specialization must have at least 75% of excellent grades with the rest of them only good ones in the course of the preceding two consecutive semesters. The Ministry of Defence fixes quotas for each institution and nominates candidates for the selection contest.
Selection contests are organized in the form of role-play games. The winners are active young people who demonstrate leadership and managerial skills, high motivation, broad outlook, and an ability to work in a team.
Each year 200 cadets win Foundation scholarships. The winners receive 3,000 Rubles monthly during a calendar year.
