As of now the charity organizations have the right to establish an income source for their social projects on their own.
On January 11, 2006 the law «On Establishing and Utilization of Purposeful Capital of Noncommercial Organizations» was published by the «Russian Gazette» and came into force.
The Russian Federation Ministry of Economic Development and Trade drafted this law. The idea of endowment was proposed by the Public Chamber’s Commission on Philanthropy, Charity and Volunteership. It initiated public discussion of this topic, conducted its public expertise and sent its conclusion to State Duma of the Russian Federation prior to its primary hearing.
The results of its activities were implemented in the end of December 2006 in a package of laws on purposeful capital as recommended by the interested parties. According to Vladimir Potanin, the Chairman of the Public Chamber’s Commission on Philanthropy, Charity and Volunteership, with the adoption of this law “Russia received a new realistic opportunity for development of sustainable philanthropy”. Purposeful capital allows to attract new non-government resources to finance a wide variety of social projects, to create a basis for greater development stability of this sphere, to use a transparent and controllable mechanism for attracting and disposal of resources».
